God works from inside out and not outside in.  He is more interested in the end result.  He knows that if the change can come in our hearts, then our actions will also change.

Jeremiah 13:10 ‘I the LORD search the heart and examine the mind, to reward each person according to their conduct, according to what their deeds deserve.’

God works within our hearts to bring about change so that he can use us.

Malachi 3:3 ‘Like a refiner of silver He will sit and closely watch as the dross is burned away. He will purify. … refining them like gold or silver, so that they will do their work for God with pure hearts.’

There is a ‘work’ that God has prepared for you to do for Him.  But He desires that when we do this work for Him it comes out of hearts that have been prepared by Him so that His purposes and will will prevail and so that He will get the glory.
